FBA Export

FBA Shipping Programs and Export policy

Note: As a Seller participating in the FBA Export program, you are responsible for ensuring that all FBA export-eligible product can be lawfully exported without any license or other authorization, and that they can lawfully be imported into, and comply with all applicable laws of any FBA export-eligible country.

How to edit your FBA Export settings

FBA export settings are marketplace specific. To edit your FBA Export settings, click Fulfillment by Amazon under the Settings drop-down menu in Seller Central. You can edit FBA Export for EU under the Shipping Programs and Export Settings group. You can choose to discontinue exporting your FBA products at any time by changing your settings in that same page or exclude an ASIN from this program by clicking here.

International Multi-Channel Fulfillment Orders

Multi-Channel Fulfillment orders can be exported to EU countries that are supported by FBA. World-wide export orders, including Media products, are not supported by Multi-Channel Fulfillment orders. For international Multi-Channel Fulfillment orders, you must identify the destination country when you submit the order. The online Multi-Channel Fulfillment Order form has a drop-down menu listing the countries available for FBA Export. If you are submitting orders using a flat file or an API, you will need to enter the two-letter ISO country code for the countries supported by Amazon. For a list of countries supported by Amazon, see "Which country/countries can I ship my products to?" in the FAQ section below.

At no extra charge, you can enroll in the EU FBA Shipping program and expand your business to EU26 countries (media and non-media products) and worldwide (media products) without dealing with cross-border selling complexities.

  • International customers can visit your home marketplace and shop for products eligible for international shipping.
  • Amazon fulfills your international orders and ships your product to the international customer's address.
  • International customers pay international shipping. This is at no extra cost to you.
  • You can determine what products you want to exclude from the international shipping in addition to Amazon-provided eligibility check.

When processing customer returns for units fulfilled through EU FBA export, Amazon’s FBA Return Policy are used to determine whether a unit is eligible to be returned. The seller does not pay any shipping cost in FBA export customer returns.

FBA Export enrollment

Sellers whose accounts are in good standing are enrolled automatically in FBA Export by default. To view your FBA Export enrollment status, review your Fulfillment by Amazon Settings. Scroll to the Export Settings, where you can enable or disable FBA Export at any time by selecting Disabled or FBA Export.

By enrolling in Worldwide FBA Export, you authorize Amazon and its affiliates to determine to export goods out the EU, (including the signing of commercial invoices) on your behalf, as required. This commercial invoice will itemize and describe the contents of the shipment and authorize brokers and other third parties to execute additional documents necessary for the export of your products.

Certain items are controlled for export under the laws of the eligible export countries and cannot be listed for FBA Export. Typically this is because they:

  • Have a specific military use.
  • Have a dual civilian and military use.
  • Contain or are made from endangered/protected species.
  • Can be used for repression/torture.
  • Have cultural significance.
  • Contain substances that damage the environment/ozone layer.

How to Edit your FBA Export settings

FBA export settings are marketplace specific. If you have any concerns, including potential distribution agreement conflicts, you may exclude all of your ASINs or Specific ASINs from the FBA Export program entirely, or from export to specific countries.

You can edit your FBA Export enrollment from the Export Settings page.

On the Export Settings page, you can choose to discontinue exporting your FBA products at any time by changing your Shipping Program selection to Disabled. To enable or re-enable exports, select FBA Export. Once you have enabled FBA Export, any eligible products should be available to Sellers that live in other Marketplaces within 24 hours.

Once you have enabled FBA Export, you may exclude specific ASINs from the FBA Export program or from export to specific countries at any time by generating an FBA Export exclusion file from the FBA Export: Exclude countries/regions per product page.

The FBA Export exclusion file is in Excel format and contains a tab with instructions on how to fill it out an upload it. A completed file will allow you to exclude specific products for export, exclude products for export to specific countries, or un-restrict products that were previously excluded.

Note: You can exclude up to 1 million non-media products via FBA Export exclusion file upload.

Exportable Inventory report

If you use an integrated web service API to manage your Amazon business and have a Marketplace Web Service-eligible seller account, you can use the following API operation to download the latest Exportable Inventory report.

Reading your Exportable Inventory Report

Amazon generates an Exportable Inventory Report that helps you identify your products that are eligible for FBA Export to fulfill international orders.

You can access your Exportable Inventory Report from the Reports tab and clicking on Fulfilment. Under Inventory, click on Show more to access the Exportable Inventory report, or you canfind the report here.

You can check your report and the list of export eligible ASINs at any time, even if you have FBA Export disabled. We update this report periodically. If you have no exportable products now, check again later

Understanding Exportability Status

  • The Export Inventory Report will display the FBA Export eligibility status for all ASINs in your current catalog. In the “Export Eligibility” column, your ASIN will show as either “Eligible”, meaning the ASIN is eligible to be exported internationally to one or more countries or “Ineligible” which means it is not eligible to be exported to any country. Countries in which the ASIN is export eligible to are not listed in the report, but can be checked on the website by entering the selected country in the “Deliver to” location or delivery address location. See Which country/countries can I ship my products to? in the FAQ below for a full list of all exportable countries available for the FBA Export program.

There are many reasons an ASIN(s) can be indicated as “Ineligible” from international shipping on the FBA Exportable Inventory report. An ASIN may be considered ineligible either because the ship from country doesn’t allow the product to leave its boundaries (Export restriction); the ship to country doesn’t allow the product to enter its country (Import restriction), or products exceeding size and weight limits (Transportation and logistics restrictions). These types of restrictions are listed in the “Details” column of the report, explaining the reason why the ASIN is restricted from the FBA Export program. For more information on the different restriction types listed in the “Details” column, please see below.

Note: You can ship music, videos, and DVDs to Canada. You cannot ship books from the US to Canada.

Export restrictions:

For certain classes of products, the laws of the source country prohibit the items from shipping internationally. For example, the EU prohibits export of military products as a matter of member nation’s security. The following types of products are generally restricted for export:

  • Firearms, riflescopes, and related parts and accessories
  • Plants and plant products protected under the Convention of International Trade in Endangered Species
  • Animals and certain animal products
  • Restraint devices, such as handcuffs and strait jackets
  • Night vision equipment
  • Items regulated under international treaties such as Washington Convention, etc.

Import restrictions:

Although a source country may allow exports of an item, destination countries have their own policies regarding what may be imported. The policies vary by country. To avoid delays, customs clearance issues, and poor customer experience, Amazon generally restricts international shipment of the following types of products (this is assessed on a country-by-country basis):

  • Alcohol
  • Weapons, weapon components, and weapon accessories, including defense sprays; BB, airsoft and paintball guns and parts; scopes; holsters; and carrying cases
  • Chemicals including pesticides, fertilizers, insecticides, industrial and automotive chemicals, and certain cleaners
  • Food, medicines, and supplements, including pet food and pet supplements
  • Medical devices including diagnostic kits, medical alert devices, and sex determination kits
  • Drug paraphernalia
  • Adult products
  • Alcohol brewing equipment
  • Baby walkers, baby self-feeding devices, and car seats
  • Cryptographic electronic equipment
  • Gambling-related items and paraphernalia
  • Imitation currency

Transportation and logistics restrictions:

Certain restrictions are based on logistics or transportation limitations. For example, products that exceed a certain size and weight are excluded from FBA Export. Transportation restrictions include:

  • Heavy or bulky items such as mattresses or beds
  • Dangerous goods
  • Large or standalone lithium ion batteries
  • Used oil, such as cooking oil or motor oil

Note: Standard-size units may be eligible for FBA Export; oversize units are not.

ASINs Not Yet Processed:

Other times, you will find that ASINs may be marked as ‘Un-addressable” for one of two reasons.

  1. The ASIN hasn’t been manually enabled for export and are awaiting review for an eligibility determination. Amazon processes new ASINs for eligibility once a month.
  2. There isn’t sufficient catalog information available in order to be reviewed for eligibility. Please ensure that your product contains either a full product description or bullet point to ensure that it is processed for eligibility in the next cycle.

Amazon reserves the right to restrict certain products or classes of products that may be deemed ineligible for export in the FBA Export program due to certain business restrictions. FBA Export and product distribution agreements

If you have concerns that distribution agreements may limit where your products can be sold overseas, you can opt out of FBA Export, restrict shipments to certain countries, or exclude specific products from the program. You can do this at any time and for any reason.

Exclude Products from EU shipping program – effective November 1, 2017

You also have the ability to exclude products from the FBA Export program in your Fulfillment by Amazon Settings. Edit your settings under Shipping Programs and Export Settings, then click the Exclude Products link. You can exclude up to 10,000 non-media products through file upload. You can edit, add, or remove products from the FBA Exports exclusion list at any time.

FBA Export sales report

To see a sales report for your FBA exports, go to the Reports tab, click Fulfillment, and in the left panel under Sales, click Amazon Fulfilled Shipments. You can see your FBA Export international orders by filtering the ship-to destination country. Click here to access the report.

For API Sellers, the enumeration value is _GET_AMAZON_FULFILLED_SHIPMENTS_DATA_.

  • International Multi-Channel Fulfilment Orders

Important: Only the following media products are eligible for international Multi-Channel Fulfillment: books, movies, videos, and DVDs (BMVD products).

Even if the ASIN is eligible for FBA Export, you cannot create international Multi-Channel Fulfillment orders for non-media products.

For international Multi-Channel Fulfilment orders, you must identify the destination country when you submit the order. The online Multi-Channel Fulfilment Order form has a drop-down menu listing the countries available for FBA Export. If you are submitting orders using a flat file or an API, you will need to enter the two-letter ISO country code for the countries supported by Amazon.

  • FBA Exports fees

There are no additional fees for FBA Export orders. Standard FBA fees apply.

If I sign up for FBA Export for EU, will my FBA products be listed for sale on other Amazon marketplaces?

No. Your FBA products will only be available for sale on the Amazon marketplaces where you have listed your products through the FBA program.

Is there custom declaration and custom duty work for EU shipping program?

No. The European Union (EU) is an economic and political union. It operates an internal (or single) market which allows free movement of goods, capital, services and people between member states. Certain legal restrictions specific to local EU countries might apply to international shipping within EU countries.

What tax reporting requirements will I have if my FBA products are shipped to another EU country?

You are solely responsible for the calculation, invoicing, reporting and payment of all duties, taxes, or other deductions, as well as for any required Intrastat declarations regarding the transit of your goods. Please consult your lawyer or your tax adviser for further information.

Do I have to collect VAT for items exported to another EU country?

Yes. The price you specify for your FBA products, as displayed in the price to the customer, must include VAT for the destination country.

How do I refund VAT to a customer?

Amazon does not issue VAT invoices on behalf of sellers. It is your sole responsibility to fulfill all legal and VAT requirements relative to issuing VAT invoices to customers for sales transactions. If you are unsure of your VAT obligations, we strongly recommend that you verify the implications of these obligations these with your local tax office, or contact your tax adviser. If you are not able to issue VAT invoices, please indicate this on the relevant pages of your Seller Profile in your Amazon Seller Account. In the event of buyers contacting the Amazon Customer Service team with VAT invoice requests, we advise them to contact sellers directly. If this fails, we inform them that they can return the products and we will refund them, debiting your Amazon Seller Account accordingly.

Are ASINs enrolled in Small and Light eligible?

No, ASINs enrolled in Small and Light will not be eligible for EU Export, the European Fulfillment Network or Pan-European FBA. You must ensure that your FBA Small and Light SKU is for Italy only. If an FBA Small and Light SKU has been inadvertently enabled for the European Fulfillment Network or Pan-European FBA after you enrolled it on the Small and Light program, please deactivate it.
