Hello, I am someone authorized by a seller on Amazon's Seller Central, but I am not the owner of the account. I want to open a new account for myself using the same IP address. Can I do this? Do I need permission from Amazon to do so? Would this action cause any harm to the account I am authorized for

Are you asking about a SELLER account?
If you do open a seller account and are selling in the same (or even CLOSE to the same) categories BOTH accounts will likely get shut down very quickly.
You can have as many buyer accounts as you want/need but tread carefully on the seller side.
No permission has been needed for several years now but the categories must NEVER overlap.
