The change will take effect at the beginning of your next billing cycle. When you signed up to be a professional seller, you agreed to pay the monthly fee regardless of number of units sold.

In addition ro what @Seller_7LrAV0m5llaI7 told you, the only way that you COULD HAVE gotten a refund was to ask for it before you 'used' any services on Amazon.
That means you needed to request it prior to listing (or even attempting to list) any ASINs.
If you tried to list anything you will not get the charges back.

To switch to the individual plan, follow the steps in this link. You will still be charged under that plan, there won't be monthly subscription, however there are per item sold fees. To learn more about it, check out this page.
