I have exact similar issue as linked above.
I thought I created an Individual seller account but it turned out to be a Professional seller account.
Found some discussions around it and tried to convert Professional to Individual but as in thrd in above link, Mexico is not editable and still showing professional.

Can you share any support case IDs so that I can take a closer look to see why you are not able to downgrade your Mexico marketplace to the individual plan.
