Can't able to create account in EU Italy

I tried to open account in Europe (Amazon.it) but it sent me to open amazon.com(America) . When I tried to add marketplace in Europe but I saw me to register.I don’t how to solve it.

If your account is eligible to sell in Italy, you should be able to go here and register using your existing Amazon Seller account. https://sell.amazon.it/
