I don't know what to do? The buyer wrote to me first and claimed they didn't receive the item even though tracking says it was delivered. They said they want the book or a refund? They said there neighbor didn't receive it and the post office knows nothing. Please advise?

Most likely scamming you. Did you use Amazon buy shipping? If so, they can file an A-Z for INR, otherwise if they file a claim you will lose, even if you have tracking that says it was delivered.

This may be a long shot but I had one of my repeat customers send me an email to let me know that though the USPS tracking site showed as delivered .. the book was not.
I trusted her input in total (currently she has over 20 orders with me) so I took a chance and called her local PO (attached to her zip code). I was put on hold for about 10 minutes while a clerk checked for me and lo and behold they found the package and assured me that it would be delivered that day. Clerk apologized for the incorrect tracking info noted via USPS site.
I was just happy that my customer would receive what she paid for and recognize that mistakes do happen.
I do not use Amazon shipping .. where possible I ship via USPS Priority Mail .. knock wood .. even when using Media Mail .. I've been very fortunate that what I ship out is almost always delivered. Best of luck .. KJ @Seller_ITSm6TMeixAhB

In this case, you can opt to refund the buyer for the order. This can mitigate having an A-Z Claim opened on the order. Please note that if you initiate a refund, you cannot open a SAFE-T Claim on the order in the event that the initial item is returned in a different condition. If an A-Z claim is opened on the order, you can respond to the claim and provide the following details for a delivery-related claims: Dispatch method, proof of delivery, tracking number, customer’s delivery address, customer’s signature confirmation, and carrier details.
