Under manage your compliance requests I'm getting 12 requests but when I'm going to

Account health - Product compliance requests -Upload compliance documents in bulk

When I'm clicking on generate template I'm getting a blank template with no requested ASIN to provide the test reports for the requested ASINS. How can I resolve this.
