The buyer used an inaccurate return code, claiming that the item arrived late. The truth is it arrived 4 days before the START of the delivery window. So, it is a buyer fault return and buyer needs to pay for return shipping. To add to that, the item shipped in a bubble mailer inside a flat rate Priority envelope, and the buyer returned it by UPS in a huge box. So, we are going to get hit with a massive UPS charge for the return that we won't be able to recoup.
The sale was slightly over $100 and Amazon hasn't refunded. Yes, we risk an A-Z if they don't do it automatically, but wondering if anyone has had any success getting amazon to issue the refund. Once we issue it, we can't file a SafeT claim. We can't use restocking fee to cover the postage cost, so are we, as per usual, just screwed?

If you are going to sell on Amazon, this kind of stuff is going to happen due to Amazon's overly generous return policies You need to just build these kinds of returns into your cost. This way when it happens, you just restock the item and move on.
When Amazon updated their terms to charge us for the return package surcharges, I just raised my shipping price to offset the few times customers are too lazy to find the appropriate shipping box.
Time is too valuable to get hung up on things like this if you want to sell online, especially Amazon

If Amazon hasn't automatically refunded the buyer, you will be responsible for processing the refund after receiving the return. On the refund page, you can charge restock fees to cover the cost of the return shipping or choose not to refund the outgoing shipping.

In my observations, when a return isn't auto refunded you can guarantee it is some type of consumer fraud return, like repeat offenders lose refund on first scan. It's a problem though, putting it in the hands of sellers to apply restock fees or address problems with the buyer almost guarantees bad feedback. Can you file a safe-T-claim if you were the one to refund instead of the auto refund?

You have to refund first before you can do a Safe T Claim. You can take up to 19% without photos, assuming it has some allowable reason. Some items will allow you to choose to refund original shipping or keep it. But, in my experience on safe T claim, customer choosing wrong reason or falsely accusing of late delivery will not get you any actual money because they can return for any reason, so this may be your only opportunity to get anything back off this buyer.
Amazon may not have refunded it yet due to the buyer's past behavior. I have not had any neg from any of these bad buyers. They are probably trying to avoid account closure if they are experiencing not being auto refunded now. Who knows, maybe they are banned from feedback too.
The UPS return charge you will need to wait until you get the charge.

OK, here are the answers you request in order:
Amazon does not really care WHICH Return Reason the Buyer uses, only that the Buyer wants to Return the purchase. This is not an issue except inasmuch as it COULD allow the Seller to recoup the Return Postage under certain circumstances.
If you can prove that the Return Reason used was false you CAN file a Safe-T Claim for reimbursement, as long as you do not issue any refund AND the Buyer does not initiate an A-Z Claim BEFORE Amazon automatically Refunds the Buyer.
So, in order to get reimbursed for the Return shipping Amazon MUST Refund the Buyer, and they will Refund them In-Full including original postage.
This is, of course, a catch-22, as Amazon is waiting for YOU to Refund such a large dollar-figure order (over $100.00 in Amazon's eyes is large enough that Amazon wants to see Signature Required for Delivery to limit liability), so the longer you wait for Amazon to act, the more likely the Buyer will lose patience and file the Claim.
1) IF the item is Returned in Original Condition you cannot charge any Restocking Fees, but you CAN withhold the original Outgoing shipping. That is the BEST outcome you can expect in this situation.
2) IF the item is "Returned in Materially Different Condition" than originally shipped, you can withhold Restocking Fees* of UP TO 50%, but you DO have to Refund them the original outgoing shipping (which makes NO sense, but it is right there in the Amazon Restocking Fees rules).
3) IF the item is NOT returned and something else was returned in it's place, you can withhold Restocking Fees* of UP TO 100%, and you do NOT have to refund the original outgoing shipping.
* Photos of the Returned packaging AND the Returned item will be required to withhold these Restocking Fees. This is a GREAT reason to photograph all outgoing orders at the time of shipping to prove Original Condition when shipped.
So, IF you wait for Amazon to Refund, which they MAY still do (as they are SUPPOSED to do 48 hours after the Seller receives back the Returned package), and the Buyer files the A-Z Claim, you lose out on the entire sale amount, the original outgoing shipping, the Return postage AND you also get an ODR on your metrics for 90 days.
Probably best to just process the Refund yourself and take the Return postage loss as a Loss on your taxes.

Since the Xmas season, I see Amazon pulling this a lot. The action leaves no recourse to cover return label cost which has been much higher than outgoing shipping. Sure you can re-stock fee the customer, risking neg. feedback and a to z.
Just a nifty way for Amazon to back sellers into a corner and cover costs for return shipping.

It is cluster funk of the flow of scamming returns and denied Safe-T claims total BS. Spent half the day wasted on nonsense returns and "MOST" arrived late we opened in last day item were swapped out with older used versions! Even one returned customer forgot to remove the other sellers shipping label off of the item and this customer was bintching nonstop until we showed images of labels and silence. None of these issues would happen if Amazon was not interfering in the returns!

? Its your job to inspect the return you have it so do so and just refund the order your self. I dont understand it doesnt matter what the customer puts as the reason they can put anything that want doesnt make it true. Do not over think it and do not wait.
Just refund the item minus return shipping, if they then file a a-z you can show them it was justified to charge return shipping and the original shipping,because they did receive the item on time assuming you used Amazon buy now lables.
