Customer wants a refund without return

I have a customer that wants a refund of $90.00 for a perfume and said it is broken. They send me a picture of the cap that looks like they took a pencil and drew a line on it and said it was cracked. IO offered !0.00 refund for the broken cap. They still want a full refund. What should I do?

Tell them you would be more than happy to refund upon return. They can start the process through their account.
