There are specific rules about multiple accounts. Have you checked Seller University or researched the forums.

Sometimes for question #1. The multiple account policy may work for companies with more than one brand or some other compelling reason as detailed in Seller University. But the risk is even if you follow policy, Amazon's automated systems may still flag you and cause lots of problems down the road.
Regarding #2: If you mean "another LLC," you won't be able to split payments or charges to the second entity. If you mean "another brand" the answer is yes, you can have more than one brand associated with a single seller account.

Multiple selling accounts on Amazon
You may only maintain one Seller Central account for each region in which you sell unless you have a legitimate business need to open a second account and all of your accounts are in good standing. If any of your accounts are not in good standing, we may deactivate all of your selling accounts until all accounts are in good standing.
Examples of a legitimate business justification include:
- You own multiple brands and maintain separate businesses for each
- You manufacture products for two distinct and separate companies
- You are recruited for an Amazon program that requires separate accounts
